Often smallmouth bass come to a popping bug and we fail to hook them. I suspect in some cases its a last minute refusal and in other cases we simply miss hooking them. If we strike with the rod, causing the popper to rip across the water you will not catch this bass. However, if you strike with just your line hand and fail to hook him, you can simply stop your strike and in some cases he will come after your bug again as it swims away from him and you have a good chance of hooking him.
