You would like to develop a new fly that will be more effective than any existing flies for a specific situation you have in mind. This is certainly something you can achieve and here is a logical way to approach your new fly which has helped me develop over 50 new flies.
1. Carefully evaluate the natural foods the fish feed upon and how these act in the water.
2. Study the existing flies used in this situation and try to determine where they fall short.
3. Based on these first two facts try to determine what you would like to achieve with your new fly.
4. Pull your angling books and see how our angling masters approached the need for new flies. Anglers such as Ed Shenk, Dan Bailey, Charlie Fox, Vince Marinar, Charlie Brooks and Charley Waterman have all blazed the ways with outstanding flies.
5. Evaluate the tying materials and determine how these will or will not function well for the new fly you are designing.
6. Tie six sample flies with your selected material so they are all slightly different.
7. Take these to the stream and fish each of them in situations which are as similar as possible to see which three catch the most fish.
8. From these three flies select components which you feel will produce the best fly and incorporate these into your final fly and you’ll have a successful new fly.
